Man took pictures of girls under skirts in shopping center, and then went shopping with his family

Visitors to one of the shopping malls in Penang (Malaysia) managed to catch a certain man engaged in a disreputable and illegal activity.
This man was riding an escalator and, apparently, was taking pictures of young girls under their skirts. It is enough to look at how the stranger was holding the phone to be sure that the criminal shooting really took place. But eyewitnesses were especially outraged when the man, having had his fill of riding, met a young woman with a child (apparently, his wife) and went on a peaceful family shopping spree. The wife probably does not know what kind of "werewolf" she is married to.
The worst thing is that the security guards of the shopping mall, to whom the witnesses of the incident turned, reacted indifferently to everything - they say, it is none of their business. Then why do they need security guards in the shopping mall at all? The eyewitnesses had to go to the police, and they hope that at least the police will take action.
