The neighbors were surprised and frightened when they saw naked and dirty children near the house. 
On April 8, residents of a nine-story building on Moskovskoye Highway met a small child on the street. He was completely naked, all dirty and cold. The boy said nothing and was smeared with green paint. The woman who found the boy immediately contacted the police.
The Russian woman noted that at first she was afraid to go into the house and called the child to her.
“He said it’s very hot there, and indeed, when I came in, there were a lot of pipes with hot water, and, of course, nothing had been blocked off yet. That's why they were undressed. And so the children are normal,” explained the St. Petersburg woman.
As it turned out, the boy was not far from home. It turned out that the child, along with two brothers and his father, lives in the basement of the same nine-story building. In the basement, the man tried to create some kind of comfort: there was linoleum and carpet on the floor, there was also a sleeping area - a sofa and a mattress, a computer and books. A wooden tray instead of a tray, porridge in a slow cooker, a supply of cereals.
Children lived in these conditions. However, apparently, the children are healthy and well-fed. Neighbors say they saw the older boy going to the store. Three children lived in the basement with a man who identified himself as their father. However, apart from SNILS, he does not have any documents. The mother lives in another region with another man. She sent the children to their father about 4 months ago, RT reports.
Law enforcement officers summed it up: unsanitary, unsuitable for living. The children were taken first to the police department, and from there to the hospital. As Fontanka was told, the children were washed twice, treated kindly, and provided with toys and clothes. No serious pathologies were identified; their health condition is assessed as moderate.
The father of the children was identified as a 36-year-old native of Engels. True, he is not included in the birth certificate. He was taken to the department for investigation. According to the man, he rented the premises about a year and a half ago. It was offered on a free classifieds website and they asked for $120 a month. As he says, he lived on the Moscow highway with his children and their mother until six months ago when she left them for Samara. The police have already contacted the mother. She assured that she did not know about the conditions in which the children lived. The woman said that she was ready to take her sons with her. However, the police now need to establish where the children will be better off - with a mother who has already abandoned them, or with a father, but in poverty.
