In Almaty, a 13-year-old grabbed a two-year-old child and threw him forcefully onto the pavement. The child was diagnosed with a fracture.
Video of the incident, captured by CCTV cameras, was published by the victim's mother. The footage shows the teenager running away after the incident. The incident occurred on August 23.
Later, the woman was informed that the teenager was registered for autism and mental retardation. She said that the boy's parents had promised to pay for the treatment that same evening, but then refused.
"Not a single police officer contacted me. And on Monday, they told me, 'Your statement will not be accepted because a criminal case cannot be opened against a 13-year-old child,'" the victim's mother said.
The Kazakh Ministry of Internal Affairs reported that a criminal case has been opened, and a procedural decision will be made based on the investigation's results.
