The 45-year-old man spent 1,600 hours under the needle. He also has three implants, including a skull in his chest.
Last year, he consulted a plastic surgeon after he claimed two of his modifications had begun to rot.
He now wants to remove all foreign bodies from beneath his skin to create a "clean slate", but this is proving difficult as non-medical workers in the UK cannot currently be licensed to perform body modifications; only those with a surgical license can legally do so.
"All I ask for this Christmas is for the government to make it legal to modify my body," Ink-Ite said.
The man claims his only option is to go to the NHS, which he does not want to do,
"My body image and health are being restricted by the courts, which may force me to go to the NHS. I do not want to burden this very important service with something that was my own choice," Ink-Ait explained.
He stressed that he would be happy to pay for the service.
"Like the laws on piercing and tattoos, it means that a lot of people like me are in limbo. No private clinic wants to work with these things, and it turns people like me into a kind of subculture - we feel like we're not seen as people," the man said.
Ink-Ait gave the example of eyeball tattooing.
"You can't call your eye doctor because it's not regulated. We need access to surgeons who can legally do certain procedures or corrections," the man said.
Because of the current restrictions, he plans to have his body modifications removed abroad if he can't do it in the UK.
"I don't know if I should go abroad because I'm worried about how close the implants are to the serious parts of my body. People who change their bodies think it will last forever, but it won't. There are serious risks along the way," he explained.
